Removes all prohibitions on where you can build. Place blueprints in water, in rocks, inside eachother.

Blueprints will still not snap into place after 3 levels of foundations, as that is a finicky patch that is likely to break in future versions.

Tested with v1.9.7, expected to work with all past and future versions.
